Please do a compression check and then report back the results

And you will get better help and feedback if you put the problem in the title, rather than a generic "please help".

***should i even spend the money if its a apex seal***

Only if you keep it as a hobby.

Make a fuel cut switch. It's on this site somewhere. I know not how. Search.....FUEL CUT SWITCH

Old engines lose compression and are hard to start.

I would assume so...

http://www.rotaryresurrection.com/

Go to Tech and then to unflooding procedures.

I would probably change oil too if in your case it is flooded.

heh.. i had my seven flooded for ever. took us pulling he sparkplugs and throwing in some atf. We had previously checked for everything too-- the sparkplugs, wires, coils, fuel pump. and the damn thing was flooded the entire time. Oh well, live and learn. If its flooded bad, its flooded reeeeaaaalll bad.
