Towards the top of the CPU is a large plug with 15 wires or so. If the car battery is connected and the horn blowing try jumpering the Green/White wire to the Green/Orange wire in this plug and see if the horn stops blowing. If the jumper wire causes the horn to be silent then the problem lies within the G/O wire which runs from the steering wheel to the CPU. The G/O wire provides the horn relay w/a ground signal which is only supposed to occur when the horn is depressed. Sounds like your G/O wire always has a ground on it. That, or the horn relay contact is stuck,

just take the steering wheel cover off(a couple screws on the back of the wheel)
it sounds like a wire has fallen off and touched ground, making the horn operate when power is on.
I thought the horn had a fuse too?..pull it out??

CPU relay is probably stuck. CPU located in drivers kick panel. Follow satch's advice.
