Angry Headlamp assembly

One of my head lamps is stuck 1 inch open, it won't go up or down. If i manually lower it, it pops right back up when i replace the retractor fuse!! I can hear the retractor motor trying to work, and if left like that it drains the battery.
How can i disassemble the retractor when it's stuck down?Can anyone help?

I pulled off my headlight surrounds once and when replacing them one wasn't quite straight, barely noticeable. It jammed on the bodywork when I lowered it, but I couldn't figure it out until I'd jacked up the car and pulled all the plastic under the car off. Any time the housing is not completely up or down the motors will try to run, so pull the fuse and lower/raise the lights using the handwheel (takes ages) until you find where its snagging.
