they are called a fresh air headlight scoop. A couple of guys on this forum are making/selling them. They do not vent directly to the air filter, but instead they force air into the area around the headlight. To allow this air to pass to the air filter, you must cut a hole in the metal that seperates the engine bay from the headlight area - where the fuel pump resistor sits and where the wiring for the passenger side headlight/turn signal runs.

I'll be selling mine when I get my East Bear Kit Installed. I'm still awaiting the left head light Fixture. They sent me 2 right ones by accident. I bought It from Rotary Performance. PM me for details If you are Interested.

Yes. It Is the right Headlight Cover. I wanted to sell It with my Sylvania Open beam lenses. This will allow you to swap different bulbs. I sold my Sylvania Silverstar's but the Lense kit comes with the upgraded bulbs anyway.
It Is 1999 Mazda Miata Hightlight Metallic Peal Silver In colour and barely 2yrs old. PM Is Private Message which could be found on the left of the column bar.

does anyone or any place sell these where additional fabrications wont be needed ?
I read Greg W's post (link) and well..
"what kind of tool do you suggest? a dremel?"
That would take hours, I have done it with just a hack saw blade in an hour...
I guess I just don't have sufficient tools for this but would like the chance to flow some fresh air into my intake.

Don't waste your money. I already talked about how headlight covers don't work and are just there to look pretty.

made mine......and its not only a better looking one than those ive seen it also has a larger "intake duct" even though if you search there are those that say due to the rexs aero dynamics the duct does nothing anyway.
dont care it looks badass
all i did was after a friend of mine bought a bonez fresh air headlight cover[which is te best looking retail cover IMHO] took his olde one and cut a slit, scored the opposite side of each "flap", then carfully! bent them into place.....lil bondo.....lil fiberglass....looks bad ***!
