OK, so I assume you are going to stick with the 1Gen RX-7 as opposed to the 2Gen? In that case, unless you just like the sleek original design, I would recommend starting with a GTO or GTU body kit. Unfortunately, this will eat up nearly half your budget unless you can find a car with the kit already installed.

Also assuming the above 1Gen with a 2Gen engine transplant, here is a good list of basic engine components given your limited budget:
- Budget standalone EMS (Haltech Platinum Sprint RE or Microtech LT-8)

- Upgraded radiator and electric fan for your targeted hp range

- Really loud blow-off valve to make the "psssht" noise that the ricers like
I don't think you will have the funds for other things like a light flywheel, engine rebuild/porting, balancing, doweling, etc. You can go up to 400hp with the stock engine block, so that should be sufficient to blow away your local ricers.

If you decide to ditch the 1Gen idea and move over to the 2Gen, then the above is a little cheaper because you can get away with an upgraded ECU chip in place of the standalone EMS.

Another idea would be to pick up somebody else's project for cheap. For example, this car would be excellent if you like the non-turbo bridge port carb setup (would produce about 255bhp and sound really beefy).

Personally, I would look around for a more modified car that you could fix up for cheap and save the GSL-SE to sell to the ricers once they are impressed by your demo car.

Do you already have the S5 engine and transmission? If not, then the S4 may be a better idea due to its mechanical oil metering pump. The S5 has an electrical oil metering pump, which would require you to either figure out how to run it with an EMS or delete it and run pre-mix oil in the fuel tank.
