fuel pump problem

I have been trying to get my 87 t2 to fire w/ sucess only to have it die after the starter cuts out. checked the plug in the rear only to find out that the pump only gets power when the starter is on. It reads 12v then goes down to .1 and dies.
I dont know what could be causing it.

any ideas?

Afm is not hooked up or there is a major leak between the AFM and the throttle body
