you know. i was having the same problem. is your car a turbo 2? i put a new fuel pump in it thinking that was the problem, moved some wires around unplugged some stuff and then plugged it back in, then it started. i have no idea what i did to make it run. now its back to not running. good luck--jeremie

For future reference, so you won't be told to look at the FAQ all the time, your fuse box is layed out very simply- the battery powered fuses (hot all the time) are the top two rows on the fuse box. The third row is the IGN1 fuses. Fourth is IGN2. Bottom is Accessory.
Now, if you have the FSM wiring manual (which you HAVE to have if you do any work at all on your car), you'll see that the 15A "engine" fuse is powered by the IGN1 key position from the fuel pump schematic on page 50-36. That means third row down, the 15A fuse. In 99% of the cases, there is only one particularly rated fuse in each row, so that makes it even easier to locate them...
All of the above info is for the S4's, btw...

Here is a link since you seem unable to see it at the top of all the second gen threads: https://www.rx7club.com/2nd-generation-specific-1986-1992-17/faq-fc-frequently-asked-questions-2nd-generation-rx-7-a-181219/
And here is the actually wiring (which has been posted countless times):
