Unhappy Flooding

My friends turbo II is constantly flooding. We installed a fuel cut off switch, changed the injectors, the coils, spark plugs and wires. We also tried the ATF trick and still no luck. What could it be?????????

If you have the fuel-cut switch then it would seem like the injectors are staying open all the time rather than "pulsing" causing the motor to flood while running.
