O2 sensor is new, oil & Air filters &oil are fresh, plugs are ok, timing & idle are right-on.
I'm getting new plug wires..
Thoughts?

Methyl hydrate in the gas tank, and don't worry, use a good ratio of it.
Try changing the fuel filter.

There are fuel additives that claim to lower emissions (at least while their in your fuel).
Here's one, but if you go to any large auto parts store, they should have something similar.

Ya, rubbing alcohol can work wonders, just don't lay on it while it's in the tank, it burns differently.
Check to see is your ACV is ok, and the cat is getting a good supply of air.

Keep my car stock, good maintance, it will pass emission easily. I dont even have to use rubbing alcohol or gun it a lot. I did the emission test hwen it was 15 degree

Methyl Hyadrate is just a common form of alcohol. It burns to form mostly water vapour. In fact, it is CH3OH, which has a very low amount of carbon molecular number (compared to gasoline @ C6H14). It burns in standard conditions almost completely clear and very very hot.
Adding it to the gas tank does good things. It overall lowers your emissions (this is what all car dealers put in used cars that fail emissions). As well, it bonds to any water in your fuel system (which gasoline normally repels, and allows to form rust pockets) and allows the water to be burnt off.
Gasoline system water remover is just methyl hydrate, don't pay for special packaging.
But, to run just straight methyl hydrate would require about twice as much air to the same amount of fuel, so with a normal ECU map, you can't nail it without worry.
As well, alohol is very hard on the rubber in a stock fuel system. This means all hoses and injector o-rings. Running 40% methyl hydrate once a year would do nothing, but if you did it every tank, the fuel system would fall apart.
Just add a good sized bottle to the tank with a gallon or so of good gas and drive to the place without nailing it (different air fuel ratio), and you should pass. Don't be stiongy on the methyl though!!!
Most car shops will carry drums of methyl hydrate (for this specific purpose), and if you can't find it, try a drug store.
