Exhaust turbo blade jammed?!

Exhaust turbo blade jammed?!
ok this isnt for my rx7 but my other cars turbo exhaust blade is compelty jammed it will not bugde at all the intake turbo blade still has play and moves freely. Am i in need of a new turbo? would this explain metal shards in my intake side of my turbo or is this reminants of a piston? Its a colt btw im doing a sleeper swap on it though im dropping a 4g63t into it i figure the drop should require little problems except motor mount issues.

lol that would explain the oil rod popping out and shooting oil all over my engine and driveway:P lol my teacher told me it might be positive crankcase ventalation. So i considered that he was dumb and my turbo was gone and i suppose i was right:P. but thats what happens when u have a rally racing car lol. good thing im dropping a 4g63t in it or else that car would be screwed.

im curious though anyone from southern california wanna project car to work on its quite a sleeper. Ive had talks to importers about importing a front clip that had a 4g64t in it with the manual transmission. Its going into a 87 colt turbo(until recently lol)i figure this drop is gonna be pretty straight foreward and the only issue is gonna be the transmission conversion and the motor mounts but i can just re weld the 4g's mounts onto the colt. The plan for it is to strip the back take everthing unesscary out leave the two front seats. and run on full slicks. should be running low 13's or high 12's just how it is. since the motor of a 4g in a car about 3000 pounds is doing 13's mines is at 2500. so anyone up for weekend project?
