electrical fuel problems and relays

I have a 1988 nonturbo GTU RX7
A couple of week ago i was driving my rx7 and accidently ran it out of gas. i went ahead and put a couple gallons in to get it started to make to the gas station. well the car didnt start so i had to get it towed to my house.( i ran it out of gas before and put a gallon in or so and it started right up ) any ways... i checked for everything to see what was wrong with it, checked fuses then the pump cause i wasnt getting any gas to the engine. I replaced the pump cause it was bad. then i try to start it again and nothing, didnt sound like the pump was working, so i checked the main relay and the opening circuit relay and of course the fuse. Everything seems to be ok did all the check, checked all continuity in all relays and did everything the Haynes book told me to do and still nothing, i checked the voltage to pump. just getting a little bit, then the opening circuit relay, same thing, just a little power, i did the same thing to the main relay.. just getting a little power as well, i know its suppose to click when u turn the car on but it doesnt , i replaced the main relay today, and still the same thing, no clicking, and same low power to the relays, i think im reading about 3-4v or so. checked the fuse and im getting 12v out of it, the fuse is good. checked everything i possibly could check without a diagnostic tester.
just wondering why im not getting the full 12v to everything. is there way i can checked the egi codes without the diagnostic tester? and u guys think maybe it could be the ignition switch (which i doubt)? I could really use some help!!!!

First of all, the pump will only run if the engine is cranking or running. To test the pump you need to jumper the little yellow plug beside the RHS strut tower in the engine bay. With the ignition on you should now here the pump running. Don't forget to remove the jumper wire before driving the car.
Secondly, go to www.iluvmyrx7.com and download the Wiring Diagrams chapter of the Factory Service Manual (plus any other chapters you might need) and study those. They're invaluable for troubleshooting these sorts of problems.
