On my 89 GTU, I got 1/2 a second at the track by doing the following three things...
1) I got a REAL K&N cone filter with the adapter from a guy on ebay for 40 bucks,
2) IBuilt a cold air box out of sheet aluminum and used foam 2X2 window insulation from Home Depot to seal the top against the hood. then painted it with Hi Temp Header paint.. that cost less than 10 bucks,
3) Then I took my dremel tool and cut a slit in my headlight cover about 4 inches long from side to side and centered between the fron and back, I then beat the rear side of the slit up above the surface of the the headlight skin with a ball-pine hammer (the cover should be lying on a bean bag when you do this) and then beat the front side down, thus making an intake port in the headlight cover. I then took bondo and smoothed out the top of the cover to make it look got and primered it and sprayed it with Duplicolor paint base and clear.. that cost about 15 bucks and took the longest because of the labor involved.
