E-Brake...seized?

ok so this is my problem....my e-brake doesnt work. i was told by me mechanic that it wasnt releasing and i needed new calipers and it would work fine. well i bought new calipers off someone on this forum and i put them in and it still doesnt work. its just not stopping the wheels. i dont even know where to start. i made the cable tighter, and i have tension the the e-brake lever inside the car but it wont stop the wheels still. i sprayed some lube on it thinking maybe it was locked up. i was told that the by the person who owned these calipers before me that his e-brake worked fine. where do i go with this....I NEED TO GET INSPECTED SOON!!!!

thanks,
-Matt

The e-brake doesn't stop you very well. Jack your car up and take a tire off, now engage the e-brake, note any changes in the caliper. Now disengage the brake, and again note any changes. If there is a change, they are working.

Start with that.

well this is all i have right now as i am at work

i bought these calipers off of MicahMan

yeah my e-brake works fine. im not sure how much pad is left but im sure there is enuf for you to pass your inspection.
so im assuming he either ripped me off..hopefully not...or i just did something wrong. the little lever on the caliper that the line hooks into wont move. i cant move it with plyers, or with the lever inside the car.

the reason i said it wouldnt disengage is because my mechanic told me i needed new calipers because it wasnt disengaging. not sure the problem though

so i tried to hook it up but its not moving anything on the caliper...its like the little lever on the caliper that it pulls is stuck. im not sure where to go with this.
