Basically, some have seen a tiny increase, at the expense of lower MPG and other negligable problems.
I say its pretty useless, but this has been covered before, try a search and you will likely get the results you are searching for.

Don't do it! I bought one off a guy who said it was a "Chip" when it was just a resistor. At least this guy isn't trying to blow smoke up your ***, but for the price, its rediculous. You can buy a 5 pack of those resistors at radio shack for 99 cents.
Basically, the one I got goes between the air intake temp sensor and plug to make the ECU think the incoming air is colder then it really is, causing the injectors to inject more fuel. If you want, I can PM you the color code for the resistor so you can go to radio shack and but a boat load of them for the same $5 this guy will charge you for one.

Lean = Less power, more MPG, more chance of detonation and other nasty stuff. More NOx emissions this way. Exaust really stinks.
Rich = More power (only sometimes!), less MPG, plug fouling, black smoke and soot deposits when really bad.
Cars usually run just a little rich from the factory to protect against the horrable things that happen when you run lean.
