Cooling Fan issue

So I was driving today and my cooling fan light came on. I got to my house turned the key to on and went to the engine bay the fan would not spin...What could the problem be ? I checked the fuse and its fine, and all the belts are connected and fine.
Minbd you it does spin when the car is onand running of course, But its the electric part of the fan that is not working when the engine isnt running?

cooling light comes from the AC fan. the guy who owned my t2 before me wired it to be on when the cars running. i disconnected it cus it was drawing too much current and now my cooling fan light is on.
behind the front bumper before the radiator. make sure its connected.

the guy i bought my car off ripped the air con out. My cooling fan light is always on.
My car runs cool so i never thought about what the light meant till now. Never bothered me, he just told me the light is always on and he never bothered to eliviate it. Nor have i.
I would like to get it off though.
