CEL on when the Ebrake is engaged

CEL/MIL/SES is the check engine light, which I don't think you mean. You prolly mean idiot light in the center warning light cluster that says "brake".
So what's the problem? If you pull the parking brake, it goes on to remind you. If you release it and the light is still on, it means either the p.brake switch is staying closed or *you are low on brake fluid*. That light does two jobs.

No, It's definitely the check engine light. I think it's time for a replacement idiot cluster. and when I bring the ebrake back down it goes off immediately.

When you engage the E-brake it sends a ground to the idiot cluster to turn on that particular warning light as there is already voltage being fed to that light, but the only thing missing is the ground signal which completes the circuit thus the light turns on. In your case, the ground is finding its way to the wrong warning light for some unknown reason at this point.
