Car won't rev past 6500k

I purchased my rx7 in June and later discovered that it had majorly lacked power. The engine was rebuilt about 4k miles ago, and all necessary maintenance has been performed. When a local rx7 mechanic drove my rx7 around, he noticed that it was severely lacking power, and would just hit a wall at 6500rpm. Mostly everthing was checked out, including the secondaries, electronics, and compression, but nothing was discovered. He stated that it was most likely the catalytic converters, but was unsure. He also said that one of the fuel filters could be clogged, but I haven't had time to check them. While testing the electronics, a warning came up for the fuel resistor, but after testing with another one, nothing changed. The car idles and accelerates smoothly. Could one of the two problems described above cause this, or is it possibly caused from something else?

my car had a similar problem for quite a while. there were 3 problems which i fixed all at once and the problem went away.
1. fuel filter
2. my timing was SCREWED. The leading plugs were set by the trailing mark...the guy who put my car together was an idiot.
3. my 6 ports were screwed. broken hoses. bummer

check those first.
