Cannot figure out the problem.

Cannot figure out the problem.
OSAKA JDM MOTORS sent me an jdm S5 motor for a buddies S4 (sent wrong motor) his chassis is originally an n/a but it had a turbo motor running just fine before it blew. Changed all of the sensors and front cover and ish, put the motor in, it ran just fine for a while. All new plugs and ish. He finally left to drive it home, gets 5 minutes away and it catches on fire. Minor fire, but we bring it back.
So basically we found no reason for the fire except maybe some residual oil on the turbo, but now we've had all kinds of problems. We never got on it before so we're not sure if it already had the problem.
The motor will not rev past 5500 rpm, it feels like your topping out 5th gear, it just wont go any higher. It also does not boost more than 3lbs.
We've tried everything. Checked voltages for every ecu pin, every sensor, changed plugs, bps, ecu, fuel injectors, fuel pump, fuel filter; EVERYTHING WE CAN THINK OF. I just did a compression test, and we're not sure if we did it correctly but it seems to be reading about 45-50psi on both rotors. All we did was take a plug out, pulled egi fuse, and cranked it until the needle stopped going up. Steady pumps, never lost compression.
