Can anyone help...starting problems

I turn the key and there is all kinds of compression...i can hear the starter although nothing happens..someone said that the timing mite have jumped...but then my mechanic said that hes never seen that happen to a rotary...should i bump start it or should i try a de-flooding procedure that seems to work for everyone....if i wasnt a virgin to rotarys then i wouldnt ask a silly question..thanks guys...its an 86 GXL with only 117,000 kilometers
