Angry Bypass Valve????

I've got a leak around by eccentric shaft lock bolt. I ordered parts for it, and there is an eccentric shaft oil bypass valve in this bolt. Looked up what it did -- WHAT???

It bypasses oil that would lubricate the eccentric shaft bearings??? Am I reading this correctly??? Why would anybody NOT want oil to bearings at any time??? In boingers, we talk about wear to bearing surfaces in the short time from startup that it takes to build oil pressure, and here we are PURPOSELY bypassing lubrication to bearings until the engine warms up???

Uhhh...... I must be missing something here. Can someone explain this to me before I bypass the cottin' pickin' thing???
Man, this is as stupid as the cold start fluid system! Thanks.

Speaking from the point of view from the bearings, yes, it's a stupid design.

I have a shim procedure which prevents this from happening.

Mazda's reason for designing it this way:
The bypass oil lets the engine oil heat quicker.&nbsp Faster heating oil makes for less emissions.
