Pull the line off the wastegate actuator. Then it'll stay closed the whole time. Not a good idea at all though. Don't do it.
A hemostat on the hose maybe?

Or you could make a simple bleeder even cheaper but it's not as good.

to raise boost you need to either get a boost controller (to keep the wastegate closed longer) or get a free-flowing exhaust.
Other than that you could try a better air filter (lke K&N), but that probably won't make very much difference.
