Blowing running lights fuse

I got pulled over last night for no tail lights. My dash lights have been out for two days now and I had no idea they were related to the taillights. I geuss I had to learn the hard way with 62 bucks out of my pocket. So after the cop pulls me over he follows me to a gas station and leaves. I go in and buy a multi amp fuse pack. Find the blown one and replace it. Turn the lights on and zap. Its gone again. Had to drive 20 miles home with my hazards. Where should I be looking for a short?

back of the headlight switch, or at the connection for any aftermarket lights that may have been added.

or any of the stereo wires could be getting grounded out happend to me in my old TII
