Arrow black under factory primer

hey im in the process of wetsanding my hood and repairing some rust. I found today that when i get past the primer (only in rusted spots) there is a black layer below it before the bare metal. Im just curious as to what this is.

There are 4 layers to the factory paint. A sealer, a primer, the base coat, then the clearcoat.

Probably the hood was replaced by a body shop.

Factory underpaint is either white or grey. They put the black sealer on the unpainted parts sent to the dealer, or from north american distributers.
