Unfortunatly, for that price you're not going to find a cat that will last. Only a few have been proven to last long-term against the heat of the rotary. The Bonez cat that RX-7.com sells is a good one, but more expensive then you want to pay. Catco makes a few, but they're also out of your price range. Random Technologies would be a good place to start, but again, hard to get something for that price.
If you're just looking to pass emissions, buy any old cat and only run it long enough to take the test.

I have two years experience with the Bonez Superflo. As Aaron says, it's pricey, about $350 for the one that bolts in between the y-pipe and exhaust manifold. But it's an excellent piece, and in my mind well worth the money.
I had my emissions test yesterday and with 120K on the car and with 50K on the motor, it passed with flying colors. Emissions were about 10% of the allowed amounts.
This is on a stock car, no mods.
