87 turbo II been sitting about a year, fixed fuel pump/filter, plugs, wires, timing, at first car would only crank, go to 1k rpm, then die, tonight, it cranked and run, but sounded like a dragster (top fuel), at about 2k rpm, but if a hit the gas, it would usually smooth out, but not go over 3.5k rpm, but a couple times it went well past?? what the heck? also blew out some black gas/oil from turbo area??? when i cut it off, there was smoke coming from the right hand side looked like from exhaust manifold, anyhow, i can specify any questions

Sounds like either your throttle cable is sticking or the throttle plates. Spray some penetrating lube on it to see if it wil loosen it up at all.
Black gas? Do you mean black smoke? If so, that would be carbon blowing out most likely your exhaust gasket. Which would also explain some of the noise.
I would give it an oil change too.
Please explain the gas/oil a little better, cause it could also be your oil metering lines, which are a comon problem on S4 turbos!

the first time it ran, it had a black puddle underneath it (you could see the marks in it where it had been blown, and it smelled like gas, when it dried, it dried as a black (carbon) like film, also there is some oil on the heat shield which is probably what is burning off. and whats the deal with the oil metering lines, from what i could see, some 3/4 inch lines steel braied where pretty covered in oil, but i was thinking about seeing if she'll run up and down the runway a couple times to see if that burns off that little bit of oil. and i am also sure the exahaust gasket is blown/missing/chunks you can tell when it idles

Well for the turbo to be functioning properly you have to eleminate, all vaccum leaks, fix the exhaust gaskets, and fix the oil metering lines. Try warming the car up for a while, take it out for a "regular" drive around the block, and bring it back in. Check for any leaks around the oil lines of the turbo. If those are leaking then, it won't create proper boost. You may need to replace the oil metering pump and lines, or you can block it off and run premix. But that's depending on the outcome of where the leak is coming from.

Carry a fire extinguisher, I just had my turbo catch on fire, since you've got oil on the heatshield, it might be on the turbo and if you have my luck, it might ignite.
