With ANY turbo the higher th RPM, progressively, the performance will peak then start to drop off. Not because of the exhaust but, more from the turbo losing it's effiency(sp) from heat.
Side note: Hotrodders use this type of thing for running straight pipes. Not for regulating backpressure.

I had one of those on my 240sx back in the day.
I have to say that it world pretty damn well. I had it on a 85 mm pipe and when the plate was closed it was as quiet as stock. It was controllable from the cabin so that was another plus. The butterfly valve is not dependent on the throttle you actually have a small controller.
I did it's job, When I had an N/A and in flap was closed my butt-dyno sensed a bit more torque as well.

That's the problem right there. It'll be completely clogged to **** at this age. There rest of the exhaust is less than ideal but it's not the cause of your problem. I can't believe after all your talk above you couldn't see that...

Oops, my bad...
Still, the stock cat-back is probably just as bad. Boost that trails off at high rpm is a well-known effect of the stock turbo with a stock or partly stock exhaust. It's perfectly normal.
Going back to the original point, an open exhaust valve is going to cause a tiny fraction of the restriction your cat-back currently does.

I am ok with the idea of a valve like that being stuck after a Y as to open up an alternative passage for the exhaust to flow. I do not like that idea of having that in the middle of a single exhaust... unless it is in the exhaust tip.
Try to watch your words before you say someone is wrong. I know my car is far from the ideal, but I have a pretty good idea about the direction it needs to go to be a lot better.
