You really need to post your mods but you can't do anything with an SAFC without a wideband. Otherwise, you're just shooting in the dark.
I used a Zeitronix w/b with a laptop. That allowed us to do a run (you need a friend) and look at the AFR vs RPM line. Make adjustments and do another run. Lather, rinse, repeat a ton of times.
If you dont have a w/b, dont waste your time or the money you'll soon be spending on a rebuild.
General AFR tuning techniques apply to the SAFC. Here is the thread I used and I used Aaron Cake's model. Note that with the SAFC boost isn't a factor.
I also found this article useful. It provides a process for tuning the AFRs. It's with a Megasquirt but the concepts are the same.
The key thing to figure out on the SAFC are what to set the Low and High throttle thresholds. It took me a while to understand it. Do you understand how that works? If you don't, I found this to be a good article. It's not RX7 specific but if you combine it with Aaron's numbers then you'll be in good shape.
One other thing I did do was add more RPM increments in the 3000 to 4000 rpm range. That's where the secondaries come on and having more RPM increments allowed me to compensate. I used the Pro settings too. That just gives you more RPM granularity which I found useful. For example, in this picture you can see a full throttle run (so the HiThrottle adjustments are in affect).
The numbers on the right are for the white vertical line so at 3450 rpm we are at 12.8 AFR but before and after that we are richer (~11.9). So depending on what AFR we're shooting for, we might adjust at 3450 down or we might adjust the two adjustments at the RPM thresholds before and after 3450 to lean them out. We might even change the RPM adjustment thresholds so they match the bottoms of the valleys which in this case would be 3050 and 3650.
Good luck,
Jim

im running just a safcII on my fc but its a na and im only using it to get somewhat better gas mileage because i got it for free. tuning with a narrow band as well but thats because im not doing big changes nor am i tuning for boost. . . but overall its rather simple to use (not sure if the neo is the same layout) but its very straight foward the only thing i will say is it doesnt compensate for load remember that.
