It's hardly black magic... It looks like a Cosmo 13B-RE, or just an RE upper intake manifold, with at least a GT42 class turbo and an air-to-water intercooler. It's most likely running E85 or leaded race fuel, and they are probably icing down the intercooler between pulls.
A couple close-up pictures would be helpful for learning more.

not sure why everyone is amazed at the HP figures being put out. the turbo is what produces power in rotaries, the engines have always been able to take it. i don't doubt that with current turbo technology that people will soon be breaking 800 on pump fuel(if it hasn't already been done), in the past it just requires pushing the engine further on a less efficient turbo which reduces reliability, newer turbos are just spooling quicker and more efficiently. this one probably isn't even running pump fuel which makes it less than unique. look at the 3 rotor engines putting out 1500+ HP... i've already done over 500 to the wheels on a $500 turbo running pump fuel(quite common these days) and it had more to go since it only had a 2 bar MAP sensor, i also didn't want to remap it to go past 9k RPMs(HP curve still hadn't peaked) since it was already plenty powerful and not a dyno queen. imagine what you could do with a $3k massive BB turbo.
race fuel costs money, E85 takes gobs of fuel and not very easy to find in some areas. i like seeing what people can do without, not what people can do with, but that's just me. mainly because most people don't have $40k to throw at a car and if it breaks they have another $40k in backup to toss at it. now if they could just check out the wrecking yards and pickup some turbo mirrors it might be complete.. sheesh.

I wasn't so much surprised at the numbers, per se, as anyone who plugs around BrapTV or YouTube knows that rotaries have the potential to make HELLA power...
With the right setup... Which was what I was hoping to find out.
Like you, I'm a firm believer in the 'Grassroots' school of thinking where a true test is how much you can accomplish on the very least, not the fiscally inverse.
Besides, couldn't we all just cover our cars with performance company stickers and whoop up on everything on the street?
I hear they give you, like, 5hp per sticker.

That paint job is worth more that most of our projects. It's not even built to be a show car, so thats how much money this dude has...Crazy project love to know the bill for all of that.
