It's the raw material cost than kills it. It costs a helluva lot more to produce aluminium than is does iron.

Its also the cost of flame or plasma spraying the plates. Mazda used the sheet metal inserts in rotor housings to cut the costs of flame spraying all aluminum ones. Plating/ nitriding is much cheaper.
