It really sounds like you have a loose connector or a broken wire somewhere between the ECU and the AC relay.

Start at the ECU and follow the loom to the AC relay and look for anything suspicious. Another idea, turn the engine and AC on, then shake or twist the loom one foot section at a time between the ECU and AC relay and I will bet the AC will come on at least for a moment.

I got if fixed. Thanks for the help guys. I had a mix matched wire under the hood in the a.c relay harness
