Humm, Pull up the carpet on the passenger side floor and make sure all 3 plugs on the ECU are plugged in good and tight. Unplug them all, and then reseat them making sure they are secure.

mine did that too... these cars are electical nightmares. Im not advanced enough with the fuel system to provide anymore help. My guess would be you probably have a bad ECU. If you go looking to find an ECU at a junkyard, Make sure its off a car from 86-88 with the same tranny (manual or auto) that you have.

go inside of the car...under the steering wheel, you'll see a black box that's next to the fuse box (this would be on the left side from the foot pedals )....unplug it and there are two bolt holding it (top and bottom).
try replacing that CPU box and see if there's any change...

The Solenoid Resistor supplys the 12 vdc to the injectors. You said you have 12vdc at each injector. So it isn't Solenoid Resistor related.
The cas supplys the input to the ECU for spark and fuel. You have spark according to you so you should have injectors clicking on and off.
The fuel rail you mentioned.....the secondary fuel injectors don't operate unless your over 3500 rpm and under a load. the secondarys are on the fuel rail that is accessed without removing the intake manifold. You cannot see the primarys without removing the intake manifold.
The primarys should fire though at starting and idle etc. The primary fuel rail is the one on top of the intermediate housing under the intake. You would have had to remove the intake to access that rail and check them out.
The CPU has nothing to do with engine management. Nothing.

More likely than not it sounds like you were/are checking the secondary injectors, which as hailers said will not fire below 3500 RPM.
You need to remove the lower fuel rail and primary injectors to make sure they're firing.

I dont know how your are reading the fsm, but I see 4 injectors. The other two are located under the intake manifold. You have to remove the whole intake/dynamic chamber/throttel body assembly to get to them.
Edit: look on page 4A-65 in the fsm. There is diagram which shows where the primary injectors are located. Page 4A-72 shows how to get to them.

There you'll find step by step solutions to your problem... and they have illustrations....
again let me ask you...Is your engine rotating but not starting, when you turn the ignition on?
Also does the engine bay smells like gasoline? (maybe you flooded the engine)

Since I'm so arrogant, why do I have power to the injectors, and they are opening? And yes, the engine rotates, I have spark, and fuel is getting to both rails....but the injectors are not opening.
