actuators not working

So from what I read it should work as long as I have my cat right? my car has a pacesetter header that goes all the way to the cat but my actuators dont seem to be working properly anyone know how to make it work? and it is also stuck in the closed position......

s4? or s5? if s4 then you may not have enough backpressure but with a cat i'd think you would. there are many threads on alternitive ways to open the ports, search if your interested, unless you want to keep them operating like stock

its a S4 and yes I would like to keep it operating like how its suppose to be.....it used to be on the closed position so i put some wd40 and pb blaster and pushed it down and now its stuck in the open position...
