well putting a turbo on a n/a rx7 isnt the best thing to do unless you plan on replacing seals and what not. i would say fix it up a little bit and when you do want to invest a lot in your car.. you need to port your engine so it can handle higher pressure.. thats about 300 dollars i think if you do it yourself.. thats if you dont need a rebuild... if you do need a rebuild then you need to do that before the port. rebuild = 850 or so.

Search for
'6 port turbo'
'turbo na'
'project tina'

Read alot, and more importantly understand before you touch anything.

If you want to put a turbo on your n/a, this link has pretty much all the info you need. http://www.aaroncake.net/rx-7/naturbo.htm

You wont be hitting a reliable 300 w/o alot of cash involved. Especially with an n/a s4.

No, stick with an S4 TII swap. The wiring is very different between S4s and S5s and makes cross-series swaps more of a pain in the *** than they're worth.
