87 TII loud winding sound above 4500 rpm

87 TII loud winding sound above 4500 rpm
So the car just recently started making this sound and after thinking the engine was the culprit it quickly changed to being the turbo after a simple process of elimination. Basically once the car started making this winding sound the turbo started acting a little funky.
First and foremost at 4500 rpm something makes a loud winding sound, almost like bad turbo bearings. Secondly while the turbo is spooling up it will intermittently lag for a second or two before peaking out at the stock 5 lbs. of boost it's running. If I free-rev the engine it won't make the sound until it hits 6500 rpm. Also when it starts making the sound the turbo pushes 5 lbs. on the boost guage but it seems to be lacking power when I try to go full throttle past 4500 rpm. Strangely enough up until that threshold point of 4500 rpm the engine runs fine and the turbo makes no abstract noises besides the beautiful whistle I should be hearing.
Oh I also checked shaft play about an hour ago on the turbo. There's no back and forth play with very minimal side to side play. Any ideas about what the culprit is? If additional info is needed I can provide almost any piece of information you need. Thanks guys!
