If your car is an '89-'91; its not stuck open; its just closed. its hard to get at this one by hand, so it might not be stuck at all.
whats the back one doing?

On 86-88 I've seen the front stuck. Got them loose by taking them off, just two 10mm nuts, and rapping the shaft on a piece of wood a few times. Then a little penetrating oil on the shaft and work it a few times. Make sure gasket is first rate and reinstall. Get a three foot long piece of vac hose and connect to that 3/16 pipe that feeds the actuators and BLOW in the line. The actuators should respond. I think its best to use one of those MittyVacs, hand held pump which you can maintain the two or three psi on the line to see if you have a leaking gasket. Mittyvacs cost about 25 bucks at PepBoys or where ever. Note how it only takes a couple of psi for these things to work.

If you were to be looking at the exhaust side of the engine (its a 91 by the way) the valve by the fire wall is extended..the one toward the front of the car is compressed. i could have sarn that BOTH were supposed to be extended when the cars is off or idleing..and also im not feeling that "kick" at 5500rpm like i used to.

On 89-91's, when the rod is extended on your actuators, then your ports are open, and when the rod is compressed your 6-ports are closed. You can simply wire them open and not worry if they are opening or not. You will loose a little bit of low-end power, but its not that big-o-deal. You also won't feel the "kick" of power when they open, but the power is still the same, just more gradual feeling.

To get at the front actuator, you are best off removing the air line from the airbox and the airpump. This will give you a good shot at it. From what you said its stuck open, now this could be a problem with the actuator or the mechanism itself which extends through the lower intake manifold and into the engine block.
The rearmost acuator is stuck closed you say. First try removing them both and spraying some penetrating oil on them to work them loose. Now you can take one in each hand, put the hoses in the corners of your mouth and blow. Sure, sounds funny and looks even more funny but, they should both start moving at about the same time. If one moves later or doesn't move at all when you blow(and you have to blow hard) then its bad and needs replaced.
If this still doesn't solve your problem, then I guess the port sleeve itself is stuck inside the hole. But since you just noticed it I doubt that it got stuck provided you have been revving the engine frequently. If the sleeves are stuck from carbon or whatever else, you have to remove the entire intake. This means vacuum spider thing, fuel injectors and rails, upper/lower manifolds etc. etc. Its alot of work and you will have to buy about $40 worth of new gaskets to put it back together. Hope you can fix it before it comes to that because I really don't recommend it its a dangerous job, once the intake is off, you drop a bolt down there and don't know it say goodbye to yoru engine. Don't get everything back together tight enough, vacuum leak and crappy idle like what I think happened to me. Gool luck though.

I can vouch for Suparslinc...My one of my actuators was stuck closed, and it turned out it was the rod that extends into lower-intake manifold. So I had to take off the intake elbow, Throttle Body, VDI, and lower-intake(as well as lots of other small stuff) Well the rod that turns the actuator sleeve was so stuck I couldn't get it out and ended up having to buy a used lower intake manifold. Anyways several weeks and gaskets later I finally got my car running normally again. No place will stock all the gaskets you need. On the bright side I can now strip off all the manifolds, fuel-rails, etc... and put it back together in less than 2 hours(I had to do this several times before I got rid of a vacuum leak that was preventing my car from idling.)
