Is it possible to check the ports using a hand pump vacuum when the engine is not running.

yeah i'm pretty sure it is, as long as you have 3-5 psi in the pump you should be able to see the port acctuater's(sp?) move

if they dont move with 5 psi.. their stuck.

Yup - Use the trusty Mighty-vac to see at what pressure they open.
Then tee in a pressure gage with a long tube routed inside the car, & go for a drive to when it hits that pressure.
