1886 Mazda rx7 fc 13b won’t start
I have changed the fuel pump nothing changed on the after failed start you can hear the fuel pump buzzing in the back and when you go under the hood, it’s low on gas so I’m going to put some in then try again. Any idea fuel injector, flooded, clogged fuel filter. I hear the s4 does not prime fuel is this true

You need to short a connector to make it prime on ignition, otherwise the pump is only on when cranking (and when the engine is running of course). The connector is a two-pin connector by the passenger side shock tower, between it and the intake. Interestingly I can't find the relevant pages in the digital ('88) FSM (4-51 "Fuel Pump", first section of "Fuel System" appears to be missing in the '88 one...), but it is present in both my '86 FSM and the Haynes manual also mentions it. It needed around five seconds for me to prime, so if you cranked enough that should have worked too.

ok I’ll try that out, I forgot to mention that I thought it was flooded at first so I did the unflooding procedure 6 times to no avail I took out the spark plugs out and confirmed it had fuel on so it was getting fuel. it is leading me to believe now in retrospect that the spark plugs are fouled because they where still moist with gas which logically it shouldn’t because if it sparked if would have combusted it. The car was sitting for a while before I bought it. Started roughly once but hood was off and saw coolant leaking so shut it off and bought the parts that where bad and fixed it.

You need to confirm you are getting good spark and that you're getting fuel to the rail. That's the first place I would start. Next, if you are getting fuel and spark, pull the plugs and check to make sure they not flooded with gas. If so, clean, dry and reinstall them or replace them with a new set.
