Wth is this...vacuum leak?

CAR: 1985 GSL-SE
MODS: CAT and smog equipment delete (straight piped)

so i hear a vacuum noise (air sucking)...and i trace it to this plastic piece near the bottom of the charcoal canister by the firewall on the passenger side that is this uncovered hole...there is air sucking to it and when i put my finger over it, the car's idle goes down a bit so i adjust the idle back to 800, and the engine is quieter and doesnt have that vacuum sound...i put a vacuum cap over it and it seems to be fine and sounds better since you dont hear that vacuum sound...when i leave the hole uncovered, you hear the vacuum sound and the idle seems louder and a bit higher...almost erratic

should i be covering this whole? i've been driving around with it off for about 2 months and everything seems fine, but i doubt ur supposed to leave vacuums open...i think this is something the previous owner forgot to close up while doing the cat and smog equipment delete...what do you guys think? i'm gonna drive around with the vacuum cap on for now so i hope nothin blows up lol

That is the vacuum supply to the cruise control actuator.

the cruise will not work if it has no vacuum supplied to it. so in your case, it probably doesnt work. you run a new vacuum line from the cruise control actuator to the nipple that you have now put a vacuum cap on. if you have removed the accuator or the cruise is non functioning for other reasons than lack of vacuum, then capping it is no problem what so ever.

drove around with the cap on and my idle is crazy....after i step on the gas, the idle goes down but way too low around 2-4 rpm and it takes a little while before it slowly climbs up back to 800...i took the cap off and adjusted the idle...things seem to be running better...but am i losing power at all? what do u guys suggest?? leave it on or take it off....sounds so much better with the cap on but the idle is too weird >.<

its because you've been screwing around with the mixture, leave the cap on, definitely needs to be capped or fed into the cruise control, but now you may have to read the FSM to see how to re-adjust your mixture.

Vacuum leaks cause the idle to raise. If you adjusted your idle down to compensate for the high idle, then it stands to reason that once the leak is dealt with, the idle will be too low. Oddly, being able to idle that low speaks well of the health on the engine.

There is a vacuum nipple on the side of the cruise actuator that the hose goes to.
