That means you have a short I have found the short I had was at the connector to the motor the plastic around it gets water damaged. Pull the connector put electrical tape around the spade connectors inside and put it back together if that does not fix the shorting fuse the it will be at the switch in the in the steering column.

The wiper motor is encased in a waterproof jacket under the louvered cover behind the bonnet (hood sheet). Easy to get it out and check it over. Look for binding (seizing) on the wiper blade posts as they come through the metal body. If they are binding the load will go up and maybe blow a fuse. You should have noticed them slowing down a bit before, but you say you didn't. Alternatively inspect the motor inside it's jacket and its connectors. Could easily be burnt out or water damaged in here.

just looked at the motor, everything looked fine but on of the two connectors,(the larger one) was melted where on wire was. so i bought some new connectors and redid the connections. the old water cover thing was all dry rotted to i put a new on over it and electric taped all the wires. Tried it, and now when i turn the car to the "on" spot the fuse blows even when the wipers wernt even one. ? so i go ahead and tear apart the streering col. everything looks fine. so i followed the wiper wires all the way to the fire wall. all looks fine. so i take the little screw out of the lever for the wipers and took all that apart. looks fine. so i put everythhing back to gether, and now they work!.? So confusing. about a month ago it blew a fuse and wouldnt work for a day. not sure if thers a connection to both these situations.

thats a great way to start a fire!! ONLY use the specified fuse for the application.
if it ever sticks again and you know the motor and wiring are good, i would remove the wiper rack and inspect it. a lot of times the wiper rack will seize up. when this happens, it will cause the wipers not to work and because of the strain that its causing, can blow a fuse at that point. you can un-stick it by hand, working it loose with seafoam. re-grease when its free.

The reason it blew a fuse when the wipers weren't on is probably because when you put the ignition switch 'on', the wipers were up screen and the wiper park circuit is still powered up.
The overheated connector is possibly saying 'overload' due to wipers siezing up.
