Windshield wiper problem

The guy I bought the car from said he replaced the wiper motor and transmission and I recently cleaned the contacts that are in the steering colomn but my wipers are still messing up. When I turn them on high they hesitate and barely move and some times even on medium and low they stop working completely. Any ideas?

it's the studs that the wiper arms attach to. i had one freeze up on mine a while back. u'll need to disassemble them, clean and lubricate them.
