Question Windshield leak

I have pinpointed a water leak to a factory drain (?) hole on the driver's side below the windshield.



The water drips down on the hood release handle (85 SE). Should I use silicone to plug the hole?

This way I can get rid of this temporary roof which makes quite a racket in the wind.

silicone should wourk fine. just make sure it is the 100% stuff.
