incase you still don't understand. the apex seals need to be able to form to the rotor housing. if it is done too fast, the seal might get a nick or even get lodged loose. its like sanding your car down. if you just sand fast, you might take too much off and not be smooth. but if you sand consistantly smooth, it will be right. if you rev too soon, you might not ruin anything. but why take the chance.
