timing problem!

I've been working on my 79 for quite some time now. I was able to get it running but when I went to time it, the notches on my shaft wheel we're 1/3 out of rotation when the lamp would flash. I made the necessary adjustments via the rotor (according to the Haynes manual), and have since then been unable to start the car. I'm not the first owner of the car and I know "rigged fixes" have been performed on this engine. It maybe something simple that I'm missing, but non the less, I'm stumped. Any suggestions?

Search for "top dead center" or "tdc" and you should find a thread that will help you out. The front pulley can be put on in the wrong position, which throws everything out of whack...

I pulled the top fly cover and positioned my counterwieght to tdc and sure enough, the problem was revealed. Thanx Kentetsu and Rxnos1200 for taking the time to give me your advise.
