Tail light lens repair?

Right tail light outer lens was loose. The plastic cover one, that's all clear apart from the red square in the center. Pulled it off without much effort, but rubber seal that runs around it tore in half - still looks reusable though. Some plastic tab also broke off, maybe I can reglue.

There's this white plastic/waxy looking adhesive that used to hold the lens in place. It's kind of hard and difficult to scrape off (though brittle in some places). Not even sure how to scrape it off without damaging the plastic. What is it? If I reglue everything back together, what adhesive should I use for this?

The inner lens is fine, btw. Not loose or coming off.

clean as much of the glue off as you can and then use a high quality RTV/silicone to reglue it. I prefer black, that way if you get any over hang it blends into the black seals around the lens.

RTV works fine. I prefer using clear silicone caulk however. Clean the mating surfaces with denatured/rubbing alcohol first.
