Surging during deacceleration

Surging during deacceleration
When I let off the gas, my car kinda surges a little bit. Is this normal or is something going wrong? I also dont think I have all the emmissions stuff hooked up correctly. Can anybody help me check to see if it is hooked up properly? Also, I currently have the shutter valve blocked off b/c it is not working properly. Could this be the cause of my problems and is this hurting my car?
If you need to know, I have a street ported 12A with everything else stock except for a punched out cat and no muffler.

Why do you still have the emissions garb?
What do you mean you have the shutter valve "blocked"? Did you pull off the vac lines?
Mine was surging a while back, and I just replaced the shutter valve, but now I understand you can disable it instead.

When I say have the shutter valve 'blocked', i mean that I have the vac lines going to and from it blocked off.
I have yet to yank my emmissions stuff b/c I am not a 100% sure if it is worth it. How much HP do you gain? From what I hear not much, so the only benefit would be a nicer looking engine compartment. Also, if you yank it all out, do you have to adjust your carb or anything to keep the mixture from being too rich or lean? I dont know that I am fimiliar enough with carbs in order to tune it correctly with all the emissions stuff removed. Unless someone can tell me how or tell me differnt, Ill stick with the emissions stuff.

The only "gain" is in a neater engine bay. All the little solenoids and bazillion vacuum hoses control stuff like the evaporative control (not a power loss), PCV system (you need this no matter what), the A/C idle bump-up solenoid (can do without but can get tricky), and the rest is for where the air pump directs its output.
Again, it's only clutter. Without it, I can yank my carb off in a minute or two. With it, well... good luck even seeing the driver's-side nuts.
Surging/bucking under decelleration is a very normal rotary characteristic. Don't decelerate below 1500, or hold in the clutch or shift to Neutral, or hold the throttle open a tad. Loose motor mounts make it feel worse, too.
