surging at approximately 4000 rpm

I have an 85' GSL-SE...it's in excellent condition overall...I only have one issue that I can't seem to find an answer to...at approximately 4000 rpm or just over that if I am trying to run the car constant at that speed it surges pretty bad...just fluctuates a few hundred rpm or so and makes the car buck.

Any idea what that might be? I bought a new 82' GSL 5 speed and this car seems to be very different in how it drives...not sure if I have a vacuum leak or something like that. It just seems to buck me a lot when I am driving through a parking lot.

Any help would be appreciated. Thanks!

No idea if this stuff is the same as an FC 3800 RPM hesitation but its worth a check reading up on the causes and remedies for that situation. It is covered extensively in the 2nd gen tech section.
