How can you tell if they are opening or not and at what rpm that they open. I know that there is on way to tell me how fast my car goes but I need to know a base line for the 1/8 mi.

you can apply some grease to the shafts to see how much is rubbed off and drive around, starting with low rpm's to see how far they move, then work your way up the rpm band

if you take off the hose leading to the cat, the ports won't actuate at all. Redline it in first and 2nd to see how it acts. Then put the hose back on, you should see a noticable diff, that how you know they work.
Also, you can hook up a spare vacuum line leading to the actuators and run some compressed air (lightly) through the hose. You should see em open at the same time, if you can put a pressure gauge on there too, 3PSI should be when they open.
Otherwise get some penetrating oil and pull the actuators out, cleanem and you're good to go.
