Short to ground with key on.

Pulled the negative battery cable off. Put a test light between the neg post and the neg cable. No light on the tester. Turn the key to the on postion right before the starting position and i get a bright light on the tester. I measure DC amps across the two neg as well and I get roughly 1.9 amps. Is this normal.. I have never checked for a short before. I think it might be some of the switches going to ground on the electrical system. Any thoughts It an 82 gs
