Yep, if the motor windings are pulling that much current, the motor should be in decent shape electrically. So something mechanical is likely bogging it down.
I haven't adjusted anything yet, but it wouldn't surprise me if something is misadjusted on the driver side. That window was broken and replaced in the past (around 1989).
My plan is to pull everything, give it a good cleaning, then reinstall and adjust as necessary.

In fact after cleaning, greasing, lubing and adjusting my passenger's side window goes up and down swiftly.
I guess you know but these are the adjustment screws. Just in case.
