Mr T is spot on here. Very few cats will last very long without the air pump, other than those specificly designed to not use one.
Your issue sounds like it could be either a restriction in the fuel system, or a restriction in the exhaust. Both will cause similar symptoms.

There is yet another way to test fuel flow, but you need to be careful. Drive the car to the point where it shows signs of lack of power, and at that point turn off the key and coast into the breakdown lane, i.e. pull over. Open the hood and watch the fuel level in the front sight glass (rear one is kinda hard to get to). If it's empty or below half level, bingo, there's your problem area. Careful when you turn off the car though, as braking will be a little harder without the vacuum to operate the booster.

I put a secondary fuel filter right in front of the carb. It's clear, so I can see fuel flow (or lack of). Hopefully, it will also pick up any crap that gets past the primary fuel filter. Due to dirty gas tank, my carb got a lot of stuff in it... Also, I put a remote fuel cut off switch under the dash so I could more easily handle "de-flooding" issues.

Do you have full power at full throttle? I see you mentioned that the issue is up to 90% throttle. If you don't have full throttle power either, then I would suspect a clogged jet or two in the carb. Have you checked your timing, and the condition of your plugs/cap/rotor (sorry, too lazy to go back and check in your first post)?

the plug wires, ect are all in check. The timing is in check. I am not getting as much power as I should but I am still getting much more power above 90%. It could very well be a clogged jet.

Well, when I was dealing with clogged jets, the more you pushed the pedal the slower the car would go. So, if you have good (or at least more) power at full throttle then I doubt it is jets. Carbs are funny though, and there are plenty of other internal sources that might cause your issue...
